PA 118 Reading Class revised to PA 0032 of 2007/ Required Reading Course for New teachers:

On July 17. 2007, Governor Granholm signed Public ACT 0032 of 2007 (formerly PA 118 of 2006). This Public Act was initiated by Senate Bill 70 of 2007.  PA 0032 takes effect immediately.

Now required:

 

  1. Beginning on July 1, 2009, a certified teacher must receive instruction on reading disabilities within the first six years of classroom teaching. The advancement of the teacher’s certification to “professional” certification cannot occur until the successful completion of at least a three-credit course of study with appropriate field experiences in the diagnosis and remediation of reading disabilities and differentiated instruction.
  2. A person may complete the required course as part of teacher preparation training.
  3. The bill also removed a provision prohibiting the renewal of a “provisional” certificate if this requirement was not met.

 

Bonnie Rockafellow from the Teacher Preparation Unit at MDE shares the following:

 

The implications for the delay of implementation are not significant unless you are a university which has invested time and finances in getting the courses ready for graduate level.  I understand that some institutions will continue on the path of offering the courses at the graduate level and not try to overcrowd the courses for undergraduates.  The delay has provided more provisionally certified teachers an opportunity to complete the required 18 credit hours on a planned program before July 1, 2009 thereby avoiding the extra class altogether.  The advice from our office is to request the advancement to professional certification once the 18 hours are completed even if a master’s program is not complete.
